146,000 miles nice car

This is a great looking, excellent starting, quiet running, smooth shifting, straight stopping, relatively low mileage (about 146,000 miles), working accessories, except A/C, California 1995 Caddy Deville with an unusually nice canvas top and nice paint (see photos), and Oct 2017 CA registration tags. There are no check engine lights and no warning flags on the digital display. The OBD shows no current items. The tires have some tread and the spare is in the trunk (see photos). And importantly, the engine does not overheat, i.e. the head gasket is not blown. The history report shows this is a CA car since new, the mileage is accurate, etc.

But there is a smog test issue. The smog station said they couldn't even begin to test the car because they couldn't keep it at a steady 15 and 25 mph necessary to begin the emission tests, but I can keep it steady when driving the car at these speeds. And the cruise control keeps it steady also. Why it has problems on the smog test setup but not on the road is most puzzling.

The A/C compressor works, there is pressure in the system, air flows out the vents, but it isn't cold

The driver's seat left side is ugly with some rips/tears on the side (see photos). The rest of the interior is very nice.

There are some "look close and you can see 'em" body cosmetic issues at the lower rear, right side and some scratches on the top of the rear, left fender (see photos).

The hub cap on the right rear wheel is missing.
